Teams with any outstanding fixtures in first half of season cannot use any Transfers or New Signings in those outstanding fixtures. (ie they can only use squad players from first half of season)
New signings = £5 per player
Transfers = £10 per player
Note ~ Players cannot transfer if they have played over 50% of available frames in first half of season which equates to 21 or more.
